Those dollars are getting spent regaurdless it is better doing a flyover than burning fuel over some training area. It can also be viewed as a recruiting tool.

Not speaking for this flyover specifically, but in general.
Generally the venue pays for part of the flyover costs.
On the flip side, the close, low level, formation flying and TAC control over urban areas are a training opportunity that the military doesn't often get, so there is some value there.
The best flyover I ever witnessed was at a NASCAR race in Charlotte. There was a low ceiling and the BB52 came in so low, he was lower than the highest level of the stands, jet exhaust frying chickens in the barnyard so to speak...

Texas Guard pilots = Texas State funding.
No , that is paid thru federal funds and distributed by National Guard Bureau.
As far as flyovers are concerned , they have to be approved by DOD even if local assets are used. There is an Office out of the Pentagon that approves the request.
