Maybe he was a Career Counselor 79S, usually at BDE or higher, but there is NO WAY he was a recruiter for that long, usually 3 year assignment. The 42T MOS wasnt even available until 2023 I think.

During a June 2026 visit to the United Arab Emirates, Rubio rejected an Iranian proposal to charge transit fees, declaring, "That’s the law. It’s an international waterway. No country is allowed to charge tolls or fees on an international waterway. That’s existing international law. That’s the way it is in international waterways all over the world, and that’s the way we expect it’ll be here."
