He is talking to both the truck and Aircraft which means the positions were likely combined. I don't know ,but that is what it sounds like in the clip you posted. In the clip the Truck1 and company say crossing runway 4 at Delta. Than the controller tells Frontier 4195 to stop than goes back to the truck and tells him to stop. We need more audio. Did the controller give Truck 1 premission to cross while the aircraft was on final and cleared to land? If so it is on the controller. If he told Truck 1 to hold short of the runway and didn't get a holdshort readback than that is also partially on the controller. From what I read they were responding to another aircraft on the ground with a minor problem or emergency. You would need the whole audio to see exactly what happened. Signs are pointing to controller error here.

Edit this is the audio and it appears that Frontier was ground traffic. He told the truck to cross at Delta and then said stop several times. So the positions may not have been combined and that is a frick up between LC and GC or if the positions were combined on the controller. My former manager was adamant that we put runway crossing requests on tape for this very reason. If Ground didn't get Local's premission it is on him. If positions were combined still on him. This is controller's fault all the way.

Like that shite matters.

If it keeps the trash from flying I am all for it. I am coming home soon and I dread it because more trashy people are flying than ever. Also is it too much to ask to be properly dressed for a flight? I am not talking suit and tie or a dress ,but fricking pajamas? If it hard to dress appropriate and be presentable in public? Also people arguing with the staff over a delay. If you are delayed there isn't anything you can do other than wait or if you have to stay overnight get a hotel voucher. Yelling at the person at the gate won't do anything. I know I went off the rails on a semi rant ,but yeah he is a moron.
