I don't thoroughly understand it tbh. My understanding is that if they do not call fair catch, you can hit them. I am not sure though.
ETA: I meant hit them as soon as they catch the ball. That play was shady.

Halo rule (2 yards) removed. Rule now states something like "Returners still must be given an unimpeded opportunity to catch the kick."
