He was never flashy....but if you really understood the game, you could see just how amazing some of his throws were.

Then it is Charlie Conerly. He was old school but he set all kinds of records at Ole Miss and was a star for the Giants for many years. Obviously not as skilled as a modern QB but he was a great player.

His ability to throw across his body deep and to the far hash/sideline was remarkable. It's just a damned shame he had no fricking talent around him other than his Tight End.

The "best"? Probably Eli Manning.
The "most famous"? Archie Manning.
The most "overall talented"? Jim Weatherly. Why? This guy was a prolific song writer and singer (hits on the Billboard charts). He led Ole Miss to SEC titles and was named All-American. He could throw footballs, win championships, and could sing & write!
