Apparently you don't understand how this works.

The University suspends the player, they then ask the NCAA to reinstate the player. Same thing happened with Manziel and Cam Newton

It has nothing to do with committing a crime. It's not a crime to mistreat a waitress. But if you do it you're still a shitty person. It's not a crime to pay a kid for his autograph knowing it could get him in trouble and then ratting him out when the deal doesn't go how you expected. Still shitty.
