I think they were coerced into voting a certain way. Their true intentions were made known when they recruited these athletes and either signed them or attempted to sign them.
Nobody is preventing anyone from hiring them.
LSU indicated a different intention when they joined the SEC and decided to keep being a member.
If that is LSU's intention, they can leave the SEC. Kiffin claimed he was only doing it because no rules prevented it.

Attaching fines, suspensions and potentially a playoff ban to teams that play these players isn't an attempt at prevention?

It's an attempt at keeping the spirit of college sports, of which the majority of schools in the conference support.
Some might say in a better society such rules wouldn't need to be made to begin with, but unfortunately, we live in a society where people will do whatever they can get away with without care of its bigger consequences.
You wish to drag the rest of the sport down with you and force these other schools to your standards, because what you want and can get away with is more important than everyone else.
Find another conference. Probably have a lot of pull in the Big12 and you are right in their footprint.
