If Wiley and Purifoy were sat by the NCAA then it's not. NCAA didn't sit Sexton, Bama did and turned their findings into NCAA. If the NCAA clears him then he's good to go. This is the same process Cam did when at Auburn. Auburn sat him until he was cleared by NCAA which he was the same week if I recall correctly.
