The issue is they have more lower rated recruits. 10,000 100 rated recruits is always a higher average than 8 98 rated recruits, kinda blowing out your sophomoric take of more recruits = a lower average. In recap, more lower ranked recruits = lower average recruit rating. Math is hard, if you're a fricking moron.
