Absolute truth.
And while I don't think Folmar helped matters, the terminal spin that the Montgomery School system is and has been in has many causes. Primarily, the white flight out of Montgomery proper to either the east side of town or to the Prattville/Millbrook area, is the biggest culprit.
People move, jobs move, stores close, tax revenue falls, city services fail....it's repeated again and again in cities through out the country.
