If the school doesn't find fault, and it is shown that they did not investigate it properly, then the school can be penalized. It is in their best interest to find any wrong-doing, if there was wrong-doing. Thus, only JFF would be penalized.

As I have said before, my senior year in HS there was an attractive, promiscuous freshman throwing herself at my teammates. Some complied.......I ran like hell. It happens.

Actually, in Louisiana it is illegal to get a bj from a 14 year old that isn't your wife. That's the point. That isn't an NCAA regulation, that's the law in your State.
If you want to justify Hill's actions that's fine, it just makes you look like a moron to dismiss what he has done and then to call Manziel a douche who should be crucified for being accused (not even proven) of signing a few pictures for money.
