Correct. But spy movies call it "burner phones" so that's where they're getting that idea from.
But there's really no need at all to buy a recruit a separate phone just to unlimited contact with them.

A recruits cell phone isnt subject to an FOIA request.
A coach having a burner phone is the only thing that would make any sense.

I'll admit I have no idea if recruits' cell phone are subject to such a request, but if a recruit had a prepaid phone and a coach was making calls to that number, there wouldn't be a way to link that number to a recruit. Who knows, but of all the rumors surrounding this, this one seems the most far-fetched of being true
