While schools willing to spend money on everything can be competitive in everything... the reality is some sports count a lot more than others.
UGA's recruiting budget in football (2021 numbers) is 3.6 million dollars, while Bama's is 2.6 million dollars at #2 in the nation.
Meanwhile, UGA spends less than 400K on basketball recruiting (compared to UK at #1 spending 1.1 million).
UGA absolutely could spend more on basketball recruiting... but they won't. There isn't enough return on doing so. Would it make them more competitive in basketball? Probably. But UGA just doesn't have the interest in the sport to invest more money in it. Even in the Tubby Smith years (when I was attending UGA)... other than games against UK the arena wasn't full.
UGA is going to invest money where interest is, not throw huge amounts to become good in sports that people really don't care about much.
It isn't ideal, but it's realistic.

On paper, not necessarily in reality.
Schools are big government at work in they blow money on things not needed. Just because an AD says they lose money in a sport does not menthe could not be profitable if they did not spend like drunken sailors.

There is a reason so many corporations are registered in Delaware and not their home states. Florida could have the most extensive sunshine laws in the USA but it stops at the state border. If the SEC is legally registered in Delaware and they have 1 private member (Vanderbilt) then the Florida sunshine laws do not apply to the SEC in Delaware.
Now if the SEC papers were filed in Florida they might have a case but even then Vanderbilt is PRIVATE not PUBLIC and the sunshine laws would not apply anyway.
Do you think is is just a coincidence that EVERY P5 conference has at least 1 PRIVATE school?

Not really
Stanford has won almost all of the Directors Cups. They also have about twice as many sports as most colleges in the P5. Quantity does not mean quality. How many football and basketball Natty's does Stanford have.

And I want to add that UGA HAS gone the other route before. When Charles Knapp was president of UGA, he directed the athletic department to raise the profile of sports other than football and spread the money out at UGA.
From 1987-2001 (Knapp's time at UGA ended in 1997 but the influence on sports lasted a few years after before Michael Adams moved the focus back to football), UGA won national championships in Men's Golf (1), Womens Golf (1), Womens Gymnastics (5), Womens Swimming (3), Mens Tennis (3), Womens Tennis (2), Baseball (1), and Womens indoor tennis (2).
UGA finished 2nd in the Sears Directors Cup rankings one year (1999) where they won 4 team sport national titles (Men's Tennis and Golf, Women's Gymnastics and Swimming).
But UGA sports fans weren't happy... because Football wasn't winning any conference or national titles. They're much more pleased with where UGA is now, having a great football team and being mediocre in most other sports with a couple that are pretty solid.
