The long and short of it is this: For years, the legislature used a certain formula to determine funding, one that took into account certain academic factors and the student population of the institution. A&M starting kicking arse according to those criteria, and so a couple years ago Texas managed to sneak through a legislative change that capped the student enrollment consideration, buying state politicians and using anger toward A&M over leaving to the SEC felt by politicians in West and Central Texas and North Texas to pass this piece of shite, shameful, fit-for-Louisiana-politics bill. Yes, it does look like Texas is trying to hold that over A&M's head to force us into the game.

Well could just be politicians being politicians.
When this has happened in other states it was a way to grandstand knowing they had a base of voters that would get all worked up.
