Only rule book I see online is the 23 AND 24 rule book, so that's what I was going with.

Either way, I think him popping up from that slide the way he did would still be interference.

Yeh, they changed the forced slide rule in '23.
I thought they changed it to match MLB, but it looks like in NCAA it's only not forced if the runner is safe. If the runner is out, still have to slide or veer off the line of the play. In MLB it doesn't matter, you don't have to slide if you don't make (initiate) contact.
But yes, popping up is the illegal part since he was out already and popping up interfered with the throw.

Agree. I have no dog in this hunt. Would just like a competitive game and would be even happier if both teams have to burn a lot of arms for obvious reasons.
