I think after all this is said and done we're going to figure out that cultural issues like smoking, population density and immigration are going to be the most telling. Maybe the crazies in NYC will stop trying to import every damn foreigner they can find.

Yes but their numbers are creeping up along with the amount
of cases.
The left testing and lab work up to the states.
Japan is a far,far bigger mystery.
Only 62 deaths in country of a 128 million? And one of the highest rated of population density in the world.
They aren't doing a massive amount of testing or closing down the country.
Seems to be a mystery to so called "experts"
of cases.

They wear mask in public which helps decrease the spread of the virus, by the barrier of the mask. Probably something NY and NO should do.

Someone had also posted that shaking hands isn't really a thing there. That alone being a cultural norm would certainly help mitigate the spread.

Problem is you don’t know the true “total cases” in each country. So these number are somewhat arbitrary.
