Yes. Lower speeds result in lower capacity.
But... people running into each other every morning/evening is REALLY bad for capacity.
Spacing of signals also makes coordinating both directions impossible sometimes. Downtown areas are easier with standard blocks and one-way roads.

Does the State actually give universities money for the scholarship or just waive the tuition?
Coincidentally enough, fees have risen from being basically nothing to the equivalent to tuition since TOPS became a thing. I always figured it was just an underhanded way for schools to still charge tuition without charging for tuition.
