I bough a bottle of D3 yesterday, took one, and today I feel no different. How long does it take for the magical effects to start kicking in?

That's incorrect. Exposure to sunlight has nothing to do with temperature. It has everything to do with the amount of skin exposed to the sun and for how long.
Light skin evolved in northern latitudes to allow weaker sunlight there to penetrate to the epidermis where vitamin D is made. In latitudes closer to the equator darker skin is necessary for blocking harmful UV rays. Those rays are less prevalent at higher latitudes so light skin wasn't harmed and could allow more sunlight in.
