She looks like an OT 7. I have crossed paths with her twice. The first time was a "hey" since I was on the phone. The 2nd time was an introduction. I haven't seen her with a dude yet. I feel like I need to step my game up before somebody else beats me, but at the same time I don't want to be a creeper since we're only separated by a wall.

He has no confidence. That'll be apparent to any smart chick the moment she meets him.
He can still turn it around, but I don't think Chazzy has what it takes. He'll more than likely find himself in "friendzone" and then the best he can expect is perhaps a hookup with one of her friends.
Years later Chazzy and this girl will probably be drinking coffee together at the local coffee shop and she'll ask him why he never asked her out. He won't know how to respond to this other than silently kicking himself in the shins. The bad thing about this moment will be that she'll more than likely already be engaged, and the reason why they're meeting at the coffee shop is to talk about her wedding colors. She'll probably ask Chazzy to be her honorary bridesmaid since they are best friends.

The OP gave away how beta he was in the OP. It's a foregone conclusion that he either 1) doesn't have a pic, or 2) won't snap a pic.
Therefore, why waste the effort?

I would not date a neighbor. Only do that if you become great friends and think you want to marry the chick. You should put her in the friend zone before she does it to you. There's always the chance of a drunken hookup or something.
