Don't pay attention to Bradley. He was run off the Post Dispatch boards when he got busted using a couple of his alter accounts to have an argument with himself.
He is a dumbass with an extensive collection of skinny jeans.

In Afghanistan (Marines), our Battalion Commander used to schedule Area of Operation visits on helicopters instead of driving because he wanted to be back at his big FOB for Mongolian BBQ dinner.

My dad was 7th Army in the early 50s, stationed in Germany. He said that in order to try to get the soldiers to not waste things of high value, there were signs on different items that would say something along the lines of "This item costs your government X dollars, please only use as much as needed."
He had a crazy Sgt. that put a sign next to each toilet in the latrine that read "This toilet paper costs your government [some amount] per roll. Please only use 2 squares - one to wipe and one to polish."

Yuba City is the definition of meh. It's gotten a lot better in the last decade but still super meh.
