Raw beef is fine to eat as long as it isn't ground.
Also the bacteria on a steak for instance resides in large part on the surface of the meat, not the interior.
I think vendors sometimes clean the surface of beef and fish with a bleach solution before selling to customers.

I've heard some of the diet pills they used to sell several decades ago had tape worms and other parasites in them.

Cooked enough to be cooked, rare enough to still have some juice. Which I know is blood and melted fat but I can live with that.
So, in my humble opinion, the correct answer isn't cooked or raw, but that delicious midway point where you get the best of both worlds.

How do you "prepare" and serve it? What's the ideal way to enjoy some raw mammal flesh? And what's the best wine pairing for raw beef? In case I'm super lazy, or feeling really hungry and impatient and don't want to fire up the grill; I'd like to know what the best options are. Please share.

Rare/raw for leaner cuts and medium-rare for fattier ones. Anything higher than medium-rare and you're basically eating a shoe.
