Hannibal Lector in "Manhunter" and "Silence of the Lambs" had a combined total of something near only 25 minutes of screen time over two movies - about only 1/10th the screen time for a nominated character.
Brian Cox played his character in Manhunter, Anthony Hopkins in "Silence of the Lambs". and played the character in very different ways - I actually like the Cox portrayal better.

"You think you are smarter than me since you caught me."
"No, I know that I am not smarter than you."
"Then how did you catch me?"
"You had disadvantages."
"WHAT disadvantages?"
"You're insane."

Col. Kilgore
For as much of an impact as he had in the movie, Duvall isn't actually on screen that long.
