Boreas is the god of the North wind. Hyper means “above”. So Hyperborean literally means above the north.
The term “hyperborean” was first used in mythological stories, including Homer’s writings in the 8th or 9th century BC.
Herodotus was around in the 400s BC.
It is likely in between this time, the term “Hyperborean” was used to refer anyone from the far north.

Well yeah its far North. Herodotus says as much, says it is where it snows.
Question is what peoples specifically is he, and Homer, referring to?
Are they the same?

Homer and others refer to them as giants, and since most of the creatures in Homer’s stories are mythological, I’d say these ones aren’t.
I’d bet Herodotus’s version are just humans from the north.

I've recently been reading a blog by a professional historian who is explaining the "Fremen" Mirage currently. That is the belief that people from a poor and primitive society are inherently better at warfare than their weak and decadent civilized neighbors (they aren't, civilizations kick the crap out of their poor neighbors, we only notice on the very rare occasion a civilization loses). Fremen being taken from the Dune series by Frank Herbert.

Regardless... Hyperborean probably refers to the Germanic tribes to the north of Greece as much as it refers to anyone. Herodatus might be the father of history but he was.... shall we say... a bit vague with facts when it came to anything outside of Greece itself. Though the residents of Northern Europe certainly had trade contact with the Germanic tribes who certainly had trade contact with the Romans and Greeks so this could be a very far fetched description of a second or third hand story Herodatus had heard.
