I read it in another article about it. Something about the AF saying it was chaf but then the local Airbase saying they had nothing to do with it.

Yes. That's what this article says. Chaf is dispended from many aircraft daily and I've never heard of it interfering with Doppler. Just weird.

I think somebody did that in WW2. Maybe it was more recent like the Gulf War or Vietnam but I remember some military using it to disrupt radar on a large scale before.

Official explanation is chaff. I'm skeptical. The cloud hung stationary for 10.5 hours. That's a long time for a cloud not to dissipate or just fall to the Earth.
Coincidentally, the "UFO" tech we have was initially developed to be used as chaff in enemy airspace.

Well I don't think it was a hologram. If anything it would have just been a test to see how long the cloud will hang there.
In order to make it appear as something else, say a UFO, you would need some sort of projector or lazers or something. They can make pretty convincing holograms like this. Like, make it look like a house is floating in the sky. Or whatever.
All jmo of course. This is what I've heard from someone I believe to be in a position to know.
