How does a dog continuously get out?
A couple times? Sure. Dogs can be smart. But eventually you should be able to contain it. Lawsuit waiting to happen

We have people in our neighborhood whose dogs constantly get out. They are idiots. And they live among us. And they make babies.
Some dogs are smarter than their masters.
When I find these dogs, I pick them up and put them in my back yard and take pics of them and then send out e-mails basically shaming their owners. There have been a lot less dogs getting out over the past couple of years in my neighborhood.

I had a lab growing up that used to get out all the time. He'd push/run when the pen door was open.
That dog would run all over town for years (all seasons, even with feet of snow ) and always come back. Always seemed like right before bed he'd turn up waiting outside. But that dog was seen all over and in far distances.
He was a good dog. We moved out to the country when I was in high school. He was free to roam and would go in his pen at night. Max was his name, my first dog.

That dog is a genuis! He has figured out how to open the gate to the backyard, AND get free hamburgers!
