I’d say you’re right. We’re living in a participation-is-a-prize world. No one must excel or stand out by accomplishment.
Have you noticed all the social programs for underprivileged and handicapped kids? And the lack of programs for gifted children?

You are correct.
It refers to doing things or talking about things a handicapped person cant do
IE: If you say youre gonna take the stairs you need to apologize and take the elevator instead
