Yes.
Mizzou has had several kick catch interference calls this year that didn't look as obvious as that.

No idea how they missed that call, but Hilton should have signaled for a fair catch.

The D doesn't have to give any set amount of space, they just cannot contact the returning until they have caught the ball. The tackler obviously hit Cam before the ball got there or before he had a chance to catch the ball.

At that point in the game, with the expected field position, the ST coach should have drilled into Hilton to fair catch.
