You know what, you're right. When I speak it out loud I always 20/59 and that definitely sounds more correct, but James Spann wrote 59/20 on his caption

It has been 20/59 as long as I can remember. DOT started making a concerted effort to get people to start saying 59/20, what would be the correct terminology, when they were doing the bridge replacement through downtown.
