Pro - Raised $415M of $600M in the middle of COVID stuff.
Con - "exploring options and coming up with a plan" is not exactly we're about to get started on things type language.

My take on his statement was that a lot of the money that would have been earmarked for facility upgrades is going to have to go to offsetting revenue losses due to COVID. I did not get a good feeling about it.
