Area around the Rose Bowl is a golf course and some neighborhoods, so you'll likely have to stay some distance away, but there are shuttles to the game - at least for the bowl game. Maybe not during regular season games, but the crowds are smaller, so if you've got a rental car, you'll be able to park on the golf course and make the short walk to the stadium.

As for safety, unless you think you're apt to get mugged by millionaires, yeah, you'll be fine.
