That's only because not every ACC school could play ND this season.

Your logic doesn't make sense. ND wouldn't be able to play 14 ACC games, therefore, they had to call it an OOC because some teams will not get to play them.

They're counting ND as a conference game for this season only. Like the SEC, not every team in the ACC will play each other because of the number of teams. But Clemson already had ND on their original schedule for this season. When the ACC set up their +1 model, they were keeping Clemson's option to play against South Carolina open.

Notre Dame is an ACC conference member for this season only. Their games will count as conference games and they will be eligible to play for the conference championship. Next season, things will go back to the way they were.

I dont think that is right.

The ACC included the OOC game because ND has so many rivalries across the country. This allowed them to pick 1 game within their state to keep. It also was a weak attempt to preserve GT vs UGA.

ND is included as a conference game within the ACC 10 game series.

Every ACC team that plays ND also plays an OOC game. ND is playing Western Michigan (I think) as their only OOC game.
