Underachieved- UGA by a mile
Tennessee has declined greatly starting in 2000.
Florida had a dominant run with Urban but has had some extremely weak years too with Zook, Muschamp and Beaver teeth.
UGA is spoonfed talent and they can’t win it. Georgia produces badass lineman, QBs, skill guys, literally everything and most of them are within an hour of campus.
How they haven’t put it together for at least 1 title in the past 40 years baffles me.
Over achieved- Missouri. Getting into the SEC, winning 2 East titles and almost making it to the natty in 07

I don't see how you can square this logic. UGA has definitely underachieved with their talent, but they've still won championships and have made championship appearances in the last 20 seasons. Tennessee's last great football team was in 2001 and they haven't done anything of relevance since their last SEC Championship Game appearance in 2007. Tennessee is far and away the biggest underachiever of the 21st century when compared to results on the field during the 20th century.

There ain't a simple answer but it largely is due to expectations and acceptable outcomes. There just is not the programmatic devotion to winning it all at UGA as there is at other programs in the conference. Alabama is what it is. Auburn and LSU both suffer from being in the same division but it also forced both programs to be better because they both have to beat Alabama from time to time. UGA has an instate rival that amounts to a rent a win 7 seasons out of 10 and a rival in Florida who was basically Mississippi State until Spurrier arrived...they had never won a SEC title. Beat Florid and Tech and UGA boosters are more than ready to wait 'til next year. LSU and Auburn do not have that luxury because their main rival is almost impossible to beat most years and thus they must compete at that level mentally and as a program....UGA doesn't have that.
Atlanta is also a blessing and a curse...lots of schools with huge alumni bases in Atlanta so even with the loads of talent in Atlanta area high school football the competition is stiff with split loyalties. Also LOADS of NFL, NBA and MLB fans in Atlanta from other places and CFB just ain't as important in Atlanta as it is in Birmingham and New Orleans...thus programmatic support is not as great. Money may be similar but demands for the buck ain't close....and there is ample proof of this.

You could make an argument both answers are South Carolina. Overachieved during the Holtz and Spurrier years, underachieved at the very end of Spurriers time and all through Muschamp.
