Is Brees as good as Burro?

It looks like Drew Brees is about to break the all-time TD record in NFL history.
But, is he really that good? His completion percentage isn't nearly as good as Burro's.
Burro makes his reads better and more thoroughly than Brees could ever dream of doing.
Burro is more mobile and agile and faster than Brees. Of course, being on a team that could likely beat the Saints may make Burro look better than he really is but, I don't think that's it.
Burro is the best quarterback in the NFL.

Brees stats are versus NFL defenses.
Burrow is a great college QB.
