Is that not correct?
If I remember correctly, it is the League Office that determines the non-NY6 lineup. They work with the Bowls and the members.

This is true. But bowls do like the optics of seats filled in the stadium.

Very true in small towns. Shreveport, Mobile, etc. This is as much of a driver as anything. It even matters in some of the "smaller" large cities like Memphis and New Orleans.
But when you get to gigantic metro areas like NYC, LA, Dallas, Miami, etc., this really becomes a non-factor. There is so much going on in those cities at any given time, one football game can go unnoticed. It's just not a factor.

UVA has 9 wins and just beat a VA Tech team they put into the top 25.
I imagine they'll keep them ranked short of being blown out 60-0 by Clemson, even it is teetering on the top 25.
