Unlikely to be able to make unilateral ruling on one side of the ball like that. Even if you did, see "or insert stud for team"... Imagine UGA losing Roquan Smith in 2017 for an entire series because he went down with a minor nuisance issue... or LSU with Devin White.

The unintended consequences of your proposed rule would vastly outweigh the number of times it stops the original offense. No real reason to not handle it similar to targeting call downs from the review booth if anyone cares to do anything at all.
