People have been saying this for decades.
There have always been haves and have nots.
Plus, it’s cyclical.
Moo U hasn’t been good historically. Ole Miss has been mediocre and worse for years with only episodic success. Alabama was doomed to mediocrity before Saban and, outside of Spurrier and Urban, UF has been meh.
USC is the right head coach from being a factor again. Think of Urban mining all that California talent.
What has college football boring is Bama and Clemson together with the CFP and the 12 game schedule filled with nobody nothings.

The number of teams with the resources & commitment to compete is certainly dwindling.
USC in the West & tOSU in the Midwest/East are the only programs that can sustain elite status consistently.
South/Southeast is where the HS talent & passion from the fan base exists. Clemson rose from the ashes, so I suppose it's possible for new players to hit the stage, but the absence of quality & interest from 3/4 of the country is taking it's toll.
Eventually CFB as we know it today will have game breaking changes (players getting paid will be the conduit) & the wealthier academically elite powers will enter the equation in a big way.

Well, you did not like your annual loss to Ole Miss, so you got the NCAA to take us down for a bunch of nothing. Now we have Matt Luke and the Getalong Gang for a coaching staff. You helped create this environment.

Is College Football In A Death Spiral?
This topic is much more complex than what teams are constantly winning/match ups/etc.
Attendance for high school football games is way down and it is not because of bad match ups or a few teams dominating the sport. This will ultimately impact college football attendance. We are becoming a more homogenous
nation, regional differences are slowly disapearing & with that the rivalries & the emotions that fuel them.
People/kids have more options for entertainment now. It is much easier to stay home or hang out with friends and keep up with games on whatever device b/c almost every sporting event is easily accessible. I don't think t.v./device CFB viewership is down??
I could go on but...TLDNR
