So far Smart has had much the same results as Richt did with the one caveat being the NC game. Obviously if that was a win then I think Smart is clearly the bigger upgrade.
It’s too early to say what Orgeron is. Obviously it seems like we will be much improved this year, but until the record is on the paper we can’t say we improved. We have improved some from the later years of Miles’ tenure and like the Georgia side the feeling of the program is gaining positivity and we are just waiting on the results. I’d say it’s a tossup but I would lean Georgia if only for the NC game.
If we are talking about potential improvement and not improvement based on results already set in stone I would say O, just because there was more upward trajectory to be had.

Dude, this Richt/Kirby thing is so tiring...
Yeah, small little caveat there... Richt never played in a NC game and finished 3-4 (for playoff sakes) just a few times. And according to this article Richt's UGA makes the current CFP only twice (2002, 2005)
So if UGA intercepts one play on 2nd and 26 in OT (a game Richt never played in) and that somehow propels Smart way ahead of Richt? Does that honestly make a whole lot of sense to you?
In Smart's second year, mind you.
