All-time...Big-6 would include Kentucky. For the current list...Tennessee is too high. Just like football...this isn't the Tennessee of the 90's. We are working our way back, but right now we aren't Big-6 in cheating. With Fulmer at the helm, we'll be back soon.

Since the new narrative is "everyone cheats" wouldn't the schools that have fewer violations be the best cheaters?

at this point you would have to say Vandy. #13 class in 2018 with (2) 5 stars and didn't win a single conference game this year.

How is this a new narrative? Pretty much anyone with a consistently competitive program is likely cheating in one way or another. Whether it's payment in recruiting, extra benefits for grades or even extra benefits to keep upper classmen in school, all of these schools are cheating and have been for a long, long time.
