But students are free to transfer universities provides the other university accepts them, and their current university can’t limit where they can go, most of the time they can still graduate on time.

The rule is that kids with their degree get to transfer immediately.
That... by definition... is academics.
It literally is a rule for student athletes about academics.
It couldn't be any more academic than... do you have a degree? Yes? Then go ahead and transfer to pursue an academic grad program and feel free to play football right away if that is what you love to do.
