#2: 5
#3: 5
#4: 11
#5: 10
$6: 10
#7: 11
#8: 16
#9: 10
#10: 14

Out of 80 games, there have been 97 top 10 teams going into the game. About 60% of the teams that play in the CB are top 10 teams. It's not the Rose Bowl or Sugar Bowl, but its probably a major bowl by most definitions.

I get what you are saying and I would consider it a top bowl, but what about the other teams? In the current era, both teams would be top 10 in the majors.

It certainly was a major before the 95 season. That wasn't the case again though until the 2014 season. In fact, the Southwest champ was tied to the Sugar Bowl in 95.
