Depends.
Amazon seems top notch. I manage technical support for our company, and we have US based support persons, and our record is most client issues are resolved within 5 minutes of the phone ringing, or the chat starting.
Overall, yes, customer service is poor and getting worse.

It’s cheaper to offer a refund than to employ a customer service rep.

Yes and no, we have some vendors that will actually do what it takes and some who it is a straight pain in the arse. My company prides itself on going above and beyond to provide quality work for our customers and in our business that is not the norm.

I think it varies by company. Most of my experiences have been good, and I'm a complainer. Lowes, Home Depot, Walmart, State Farm, Ebay, Amazon, and many more have given me great customer service. Would be interested to hear details.

Lowe's is head and shoulders better than home depot (more transparent discount policy, better delivery, and better return policy).
I like the employees at home depot. But policy often hamstrings them.

I think customer service just isn’t valued like it used to be. People look at the price first and foremost, not what kind of headaches they’ll have to deal with when things ultimately go awry.
