Ehh, bad correlation. You don't expect to get 3 point production from your center, whereas you should expect your PG to be able to finish layups or at least draw fouls.

He's a 5'10 PG Shooting 32.9% 2FG isn't doing just "fine."

Here are some 5'10 PG who have shot 40+% 2FG career
SEC in recent years

-5'10 UGA JJ Frazier 45%
-5'10 OM Stefan Moody 44.5%
-6'0 UF Chris Chiozza 44.8%
-5'9 UK Tyler Ulis 46.2%
-5'9 LSU Anthony Hickey 44.9%

He definitely "can" finish and make circus shots. He just doesn't finish consistently.

I think Harper could be a dominant PG in this league if he is more consistent and can hit >40% 2FG. I also see no reason why he can't achieve that

Most of his FTs are not on driving attempts. For whatever reason refs don't give call whistles he probably deserves
