Technically you don't have to sign a LOI, but the last day to do so is April 30th.

What does that mean exactly? He is a perfect example. How would it work for him if he didn't sign a LOI? All schools who want him would leave a roster spot open then he would decide before fall camp? June is when I feel like most freshman get to campus so is that his deadline?

He just has to show up and enroll.

Remember, a LOI is a Letter of Intent. The intent is gone once you enroll.
