I doubt the state is losing a dime on its OOS population.
Are they not giving scholarships to entice OOS students to attend? Look man, LSU and Arky get raped losing its top talent to the state of Texas.

Those who meet higher academic requirements get a "tuition break" from OOS prices. That's a scholarship, I guess.

Then they pay rent at $700/person and spend money living here, for at least as long as they are in school.

Out of state students have started tech and retail companies in Fayetteville, including the frat-bro Fayettechill Clothing Co.

It's an investment. We have a booming local economy that needs educated workers. The state unemployment rate is at a record low.
