Sure, as long as there is some sort of measure in place that bars them from consuming alcohol and instills penalties for anyone caught carrying and drinking. Like, I dunno, beating you in the head with a cane.

There already is laws in place where you are not supposed to be carrying a gun while drunk, hell if one goes to a bar afterwards they cannot bring a gun.
