He's a free agent because he sucked in more games than they could handle. I watched the chargers play a few times and Fluker was good at pushing the pile on run plays. He'd get a hold on run play which should almost never happen and have mental breakdowns on certain passing downs. Tie those in with injuries and there's your answer.
