True story. In the 80's I was walking the streets of Atlanta and a stranger came up to me, pointed to the dome, and asked me did I know where the gold on the dome came from. I told him no and he said that the gold came from Africa.

Pretty sure precious metals are measured in troy ounces not standard ounces.
Too lazy to look it up but seems I remember 12 troy ounces = 16 normal ounces.
As for the Dome, it is probably gold leaf which in the old days was hammered by hand extra thin by cheap indian labor (dot) for the world. stuff is really thin and takes a good hand to actually gold leaf something.
