Because the university is smarter than someone like you and knows to let their 3rd party attorneys handle this. They aren't subject to FOIA's
Also....even if the university did directly receive it, they can black out anything related to a specific student.

They have it sent to their counsel, usually a law firm in a neighboring state, so that they can deny access.
