I've looked at the clearing house and NCAA rules and other outside articles.
And they all discuss the 85 as a max for fbs.

Only on the outside articles does it specifically claim that you can get only have 85 at any given time, which I believe is correct. There is no way you could have 100 scholarships in the summer then cut to 85 by fall. That's just not conceivable.

I'd ask you to prove where any school has more than 85 counted scholarships and any given time during the year. I doubt that can happen.

95-100% of the recruits enroll in june. And the 85 number does not matter. The coach still has a couple of months to get under 85 before classes start.
That is fact.

I've never heard about the 85 rule affecting who we can or cannot take until the actual count takes place in August. That is following UGA recruiting for the past 16 years and on the paysites for the past 10. That is hearsay... but it is said over and over and over an over. And is proven true every June when the LOIs from February are enrolled and on campus.

Edit. I've never heard about the 85 counting before August until now (toneil carter) and that is from message board posters and fly by night bloggers and radio idiots. I'm trusting the Rusty Mansells and Gentry Estes over what a Matt Chernoff thinks he knows.
