1, 2, and 4 are all dependent upon Congress. 3 is the only one he could at least potentially do solely through the Executive. It will really get interesting if Congress doesn't fund the first two - a lot of congresscritters might find 2018 an unpleasant year.

Oh, I don't know. Whenever Obama did not get his way, he just waited until Congress was on recess and did whatever he wanted through Executive Order.
